A retirement home resident in Windsor-Essex who died after receiving the COVID-19 vaccine has ignited an investigation by multiple groups into what actually caused her death.

The local medical officer of health on Tuesday confirmed a woman had died after being immunized against the novel coronavirus.

“Vaccine safety is a critical issue,” said Dr. Wajid Ahmed during the Windsor-Essex County Health Unit’s virtual briefing.

The public health unit, the woman’s retirement home, the coroner’s office and the province are all involved in the investigation. While it’s possible the woman had an adverse reaction to the vaccine, Ahmed said it’s also possible she died of something unrelated to the inoculation.

“The investigation will definitely help us understand. As a clinician, as a public health professional, I would be more focused on understanding what caused it and if there is anything that we need to be aware of as we continue to roll out the vaccine.

“So far, based on international data, the vaccine continues to be safe.”

Ahmed said the findings of the investigation will be made public.

Also on Tuesday, the health unit reported 15 additional COVID-19 deaths, bringing the total number of local lives lost to the virus up to 271.

Six of the people who died lived in long-term care and retirement homes: one man in his 60s, one man in his 70s, one man in his 80s, and three women in their 90s.

Nine individuals lived in the general community: one man in his 50s, two men and one woman in their 60s, three women and one man in their 70s, and one woman in her 80s.

The total number of COVID-19 infections in Windsor-Essex has risen by 173, a significant jump from Monday’s increase of a mere 35 cases.

“We continue to see day-to-day fluctuations, but overall we can see the seven-day moving average is stabilizing,” Ahmed said.

Although the health unit will continue to provide daily updates to keep the community informed, Windsor’s top doctor said his Friday epidemiological summaries that show trends in local pandemic data are “a much better way to understand the COVID-19 spread in the region.”

The positive tests reported on Tuesday came from swabs conducted in Windsor-Essex on Friday, Saturday, and Sunday.

There are 2,519 active cases in the area, with 121 in hospital and 17 in intensive care.

Fifty-three locations across the region have active outbreaks, including 27 at workplaces. That number has grown by two since Monday, with new outbreaks at a farm in Kingsville and a transportation and warehousing setting in Windsor.

Other workplace outbreaks are at four other farms in Kingsville and six in Leamington; six health-care and social assistance facilities in Windsor, Lakeshore, Leamington and Kingsville; three public administration locations in Windsor; two manufacturing facilities in Windsor; a food and beverage service in Windsor; a personal service setting in LaSalle; a retail trade business in Essex; and a finance and insurance business in Essex.

While no new long-term care or retirement home outbreaks were declared on Tuesday, the infection count at several homes with existing outbreaks rose since Monday.

Nine more staff at Banwell Gardens Care Centre have tested positive, bringing the total number of cases there up to 115 residents and 62 staff members. That outbreak has been active since Dec. 16. At Extendicare Tecumseh, where an outbreak was declared on Dec. 12, another seven residents have contracted COVID-19 for a total of 90 resident cases and 57 staff cases.

Seven more residents and four more staff at the Village of Aspen Lake have tested positive, bringing the total number of cases since Nov. 30 up to 60 residents and 29 staff members. At the Village at St. Clair, 11 more residents and four more staff have tested positive for a total of 161 infected residents and 126 infected staff.

A new outbreak was declared at Hotel-Dieu Grace Healthcare’s Emara Centre for Healthy Aging and Mobility over the weekend. Two staff and three patients had tested positive on the 3N unit as of Sunday.

Windsor Regional Hospital is also dealing with outbreaks: two at it Ouellette campus (the 6E and 4M units) and one at Met campus (the 4N unit).

There are community outbreaks at the Assisted Living Southwestern Ontario locations on Sandwich Street and Longfellow Avenue.

The health unit on Tuesday also issued a potential public exposure notice for the Dollarama at 25 Amy Croft Dr. in Lakeshore on Jan. 4-8 and 13. Anyone who visited the location on any of those dates is considered low-risk for contracting COVID-19 as a result of the exposure but should monitor themselves for symptoms for 14 days.
